Your sister is an adult. She stole from another person. The fact that the other person is her mother is irrelelvant. What are the most likely charges for theft from a parent?
In the UK she may be arrested and charged under the Theft Act 1968. There is no need to be kept in a police station except for the interview and the usual photo, fingerprints and DNA sample
it is no different than stealing from a stranger, theft is theft.

She would most likely be arrested and held in jail until she can post bond.
