Can a noncustodial parent refuse visitation of his children?

my daughters biological father and his wife had a baby last year she keeps asking to meet the baby but he wont let her. Is this legal? Can a noncustodial parent refuse visitation of his children?
You need to explain this a little better...but from what I understand: Your daughter's biological father and wife have had a baby. Your daughter wants to meet the baby, but her father won't let her.

It's legal, screwed up a little, but legal. There is no legal obligation for any parent to introduce their children to any other human being in the world if they don't want to.

How can he keep one child from another though...doesn't he have visitation? Can a noncustodial parent refuse visitation of his children?
yes even if there is a court order in place no parent can be forced to part of the childs life. and this has to happen for the baby to be involved. if your child is still seeing there dad, its possible the step mother does not want the baby to see the child and to keep them seperate.
sure

the best place to get legal answers is through an at-torney or get a court order and I suspect that may be tuff to get
